From February 23 to March 25, 2026, RPRA is consulting on proposed updates to the cut-off thresholds that determine if a producer is considered large or small for supply data verification reporting under the Batteries, Information Technology, Telecommunications and Audio-Visual (ITT/AV), and Tires programs.
RPRA is proposing updates to the thresholds to streamline producer categories across programs by using the average weight of supply. These changes are prompted by the updated management and collection requirements introduced in the 2025 regulatory amendments.

RPRA will consider all feedback received when finalizing the producer cut-off thresholds. Stakeholder feedback and RPRA’s responses will be summarized in a consultation report.
RPRA will revise its Batteries, ITT/AV and Tires Registry Procedures for supply data verification to include the finalized thresholds.
Supply data verification timeline
Batteries, ITT/AV and tires producers who meet the “large producer” threshold in the finalized procedures will be required to submit a supply data verification report to RPRA by June 30, 2026. Small producers are not required to submit a verification report but will be subject to inspections.
Producers are still required to submit their annual supply and performance reports to RPRA by the deadlines in the regulations:
RPRA will communicate with producers once the registry opens for reporting and again when the registry procedures have been finalized ahead of supply data verification reporting.
Note: Each year, producers must review and confirm whether they meet the large producer threshold for each material they supply and are required to submit a supply data verification report.
Background
Under the Batteries, ITT/AV and Tires regulations, producers must report supply data annually to establish their management requirements for the following year. Supply data must be reported and verified in accordance with RPRA’s registry procedures.
In 2025, the Government of Ontario amended the Batteries, ITT/AV and Tires regulations, which included updating management and collection requirements. Following these amendments, RPRA is revising its registry procedures to update the cut-off thresholds used to determine whether a producer is considered large or small for supply data verification reporting.
