RPRA Launches Consultation on Proposed Producer Threshold Changes

The Resource Productivity & Recovery Authority (RPRA) has launched a new consultation regarding proposed updates to the cut-off thresholds that determine whether a Producer is classified as large or small for supply data verification reporting.

Producers are encouraged to review this proposed change, consider its potential impacts on their organization and the broader industry (e.g., freerider implications, effects on overall supply‑reporting accuracy), and provide feedback to RPRA through the consultation process.

Feedback is being accepted until March 25, 2026, and can be submitted directly to [email protected].

Overview of Proposed Changes

RPRA is proposing to streamline Producer categories across its programs by basing threshold calculations on the average weight of supply, rather than collection targets.

These changes are in response to updated management and collection requirements introduced through the 2025 regulatory amendments.

Key proposed updates include:

New Method for Determining • Thresholds would be calculated using the average weight of supply over the last 3 years. • Proposed formula: Average weight of supply for tire Producers = (Y3 + Y4 + Y5) / 3.

Removal of the “Medium” Producer Category • The current ‘medium’ category for Producers, supplying 100,000-500,000 kg, would be eliminated. • Only large Producers (≥ 500,000 kg) would be required to submit supply data verification reports. • Full details can be found in the RPRA proposal document (see slides 16-19 for tire-specific information).

Key Dates & Next Steps

March 25, 2026 Deadline to submit consultation feedback to RPRA.

April 24, 2026 RPRA will publish the revised procedures, including new cut-off thresholds.

June 30, 2026 Deadline for Producers required to submit supply data verification reports.
