Recycle New Brunswick Announces New CEO

Recycle New Brunswick is pleased to introduce Tim LeBlanc as its new Chief Executive Officer.

Tim will step into the role as CEO effective today, replacing Frank LeBlanc, who has announced his retirement effective the end of September 2024. Frank will remain in a transitionary support role until that time.

“We are confident that we have found an excellent candidate to take over the role of CEO,” said Erik Matchett, Chair of the Recycle NB Board of Directors. “Tim brings a wealth of experience and knowledge in environmental issues, holding oversight positions in various sectors, including drinking water, solid waste management and pesticide management.”

Recycle NB was established in 2008 to oversee waste management programs for designated materials. Presently, it manages the Tire Stewardship Program, as well as oversees six Extended Producer Responsibility (EPR) programs for paint, oil/glycol, electronics, packaging and paper products, pharmaceutical products and medical sharps, and beverage containers.

“I am thrilled to join Recycle New Brunswick and continuing the great work of this organization,” Tim said. “I have always felt strongly about environmental issues and look forward to developing strategies and initiatives that will divert even more waste from our provincial landfills.”

Tim was born in Saint John and raised in Fredericton North. He graduated from the University of New Brunswick in 1991 with a Bachelor of Science in Civil Engineering. He is a member of the Association of Professional Engineers and Geoscientists of New Brunswick. Tim has been employed with the Department of Environment and Local Government since 1993. In addition to his regulatory experience, he played a leadership role in the development of the EPR program for packaging and paper products for New Brunswick. He joined the Climate Change Secretariat in September 2023 as Acting Executive Director where he was responsible for overseeing the implementation of the Province’s Climate Change Action Plan.

“Tim was a natural choice to take over as CEO,” said Frank, who has served as CEO of Recycle New Brunswick since 2018. “In particular, his background in developing and managing regulated environmental programs will be invaluable as the organization takes on additional EPR programs for designated materials.”

The search for our new CEO was conducted by JMC HR Consulting, a respected firm in New Brunswick known for its HR solutions for a wide range of organizations. They used effective recruitment strategies, leveraging their extensive network and advanced technologies, to carry out the executive search.
