Ontario: Proposed Amendments to Tires Regulations

Ministry of the Environment, Conservation and Parks posted proposed amendments to the Tires Regulation (O. Reg. 225/18), the Hazardous and Special Products (HSP) Regulation (O. Reg 449/21) and the Administrative Penalties Regulation (O. Reg. 558/22) made under the Resource Recovery and Circular Economy Act, 2016 (RRCEA).

The proposed changes are intended to strengthen Ontario’s producer responsibility framework to better support waste diversion and set clear, enforceable requirements. Proposed changes to the Tires Regulation will ensure that tires are collected and processed in a timely manner so that used tires do not pile up at tire collection sites.

Other proposed changes include resolving recycling efficiency rate concerns for certain types of HSP and removing the $1 million cap in the Administrative Penalties Regulation to strengthen enforcement.

The ministry is also seeking feedback on ways to improve collaboration between producer responsibility organizations through clearinghouse provisions and how best to support local processing as part of the producer responsibility framework.

The proposed amendments have been posted on the Environmental Registry of Ontario (ERO) for a 30-day consultation period (April 02 – May 02, 2026). For details about the proposal, please visit the ERO website at https://ero.ontario.ca/notice/026-0218.
